The Secretariat has the function of providing professional and methodological assistance to the Commissioners for exercising their power. The Secretariat has full-time staff in the provinces. The director and staff of the Secretariat are public officers.
The Secretariat consists of the Administration and Management Department, the Research, Analysis, and Inquire Department, the Complaint and Information Handling Department, the Human Rights Education and Promotion Department, the Department for the Protection of the Human Rights Defenders, the Department for the Protection of Personal Data, Department for the Prevention of Torture, and the International Cooperation Division.

Administration and Management Department
Functioning of the Department is to improve the effectiveness of the commission, ensure the efficiency of budget management, implement public administration management, ensure human resources policy planning and work arrangements, support the functions of the Chief Commissioner and Commissioners, run the regular and continuous operation of the commission, and develop internal cooperation.
International Cooperation Division
The functioning of the Division is to deliver comments on whether to accede to or ratify human rights international treaties, provide reports to UNHRC and treaty bodies, prepare and submit proposals for human rights programs and projects to international or foreign funding institutions, and develop multi-faceted cooperations.
Research, Analysis, and Inquire Department
The functioning of the department is to research the human rights situation and make comments on whether drafts of the laws, legislations, and administrative bodies’ decisions are in conformity with the Constitution, international treaties, and fundamental human rights, hand over proposals for improvement of the legislation related to human rights and freedoms to relevant institutions, and analyze implementation and results.
Moreover, inquiries about the purpose of detecting and ending human rights violations and restitution of the violated human rights in detention facilities, prisons, drunk tanks, military organizations, units, formations, child and elderly care centers, welfare institutions, and mental hospitals, enterprises, and state institutions. Oversee the enforcement of the commissioners’ directives and recommendations to ensure and protect human rights following inquiries.
Human Rights Education and Promotion Department
To disseminate and promote human rights education, increase the public's knowledge and understanding of human rights, and create the ability to fight for their rights, the functioning of the department is to organize the classroom and online training for governmental and non-government organizations, enterprises, media, and citizens, with tailored content and methodology to the specific sectors.
Besides disseminating human rights promotion through websites, Facebook, Twitter, Instagram, and various forms of social networks to the specific needs and interests of the target groups, the department publishes the Human Rights Journal, handbooks, books, brochures, and flyers and disseminates them to the public.
Complaint and Information Handling Department
The functioning of the Department is to receive, inquire, and document complaints and information per the guidelines and directions given by the commissioners, provide legal advice to the public, and present findings to them. And oversees the implementation of the commissioner's directives and information.
Department for the Human Rights Defenders
The functioning of the Department is the members of the Human Rights Defenders Committee receive complaints and information about violations of the human rights defenders rights and furnish professional and methodological support to identify the necessity to protect human rights defenders and conduct a risk assessment that determines the danger level and risk faced by the human rights defenders, their family, guardians, partner, immediate relatives, and legal representatives.
Department for the Protection of Personal Data
The functioning of the department is to support the commissioner to oversees the implementation of Private Information Protection legislation; describe the legislation for the public; handle the complaints and information about violations of human rights and freedoms or conditions for a violation that may arise during collecting, processing, using, and protecting data; deliver directives and recommendations to the relevant authorities in this regard; and with law enforcement institutions inquiry whether the use of audio, video and audio-video equipment is according to the law.
Department for the Prevention of Torture
The functioning of the department is to support the commissioner in charge of the prevention of torture to exercise his power of preventing torture and other cruel, inhuman, or degrading treatment or punishment.
Conducting regular monitoring and analysis to study the reasons and conditions of the system where human rights and freedoms are limited in any form or torture may occur in all places where the person cannot leave at their own will, describe the harmful effect of the torture to the public, promote rights of the freedom from torture to the public officials and public, and prepares books and handbooks.
Prepares comments and recommendations on the draft of the legislations and decisions whether conformity with the principle of prevention of torture and prepares and publishes the Report of the Prevention of Torture.
