The commission performs the following functions under the authority granted by subsections 7.1.1, 7.1.2, 7.1.3, 7.1.4, 7.1.8, 7.1.9, and 7.1.12 of Article 7 of the Law on the National Human Commission of Mongolia:
- Develop a Status Report on Human Rights and Freedoms in Mongolia;
- Make proposals on whether drafts of laws or administrative decisions are in conformity with the Constitution, international treaties, and human rights principles; submit proposals for the improvement of legislation ensuring human rights and freedoms; analyze the state of its reflections, and evaluate the results;
- Commission studies on requisite issues by academic and research institutions and non-governmental organizations and appoint thematic experts for conclusions;
- Analyze the situation on specific human rights issues;
- Analyze the needs, requirements, and significance of the ratification and joining in the international treaty on human rights;
- Analyze drafts of the laws, legislation, and administrative bodies' decisions on human rights perspective and make comments and proposals on;
- Gather information from various sources to assess the human rights situation and create a centralized database for research and inquiries on human rights;
- Provide proposals and recommendations concerning human rights and freedoms, and deliver them to relevant organizations, officials, and legal entities;
- Analyze the implementation of legislation concerning gender equality.
